You can use a toothbrush with a little lip balm or Vaseline to brush it directly on the peeling lips, which will help to fall off the dead skin. If you cannot remove all the dead skin at once, do not remove it forcibly. As long as you keep your lips moisturized, the condition will gradually improve.
