New standard for identifying drunk driving: If the alcohol content exceeds 20mg/100ml, the traffic police will implement the new standard when determining that the driver is driving under the influence of alcohol, and punish him according to the two standards of driving under the influence of alcohol and driving while drunk. According to the traffic police, if the alcohol content in a motor vehicle driver's blood reaches 20 mg per 100 ml, it is considered drunk driving, which is roughly equivalent to drinking a glass of beer; if the alcohol content in the blood reaches and exceeds 80 mg per 100 ml, it can be considered drunk driving, which is equivalent to drinking 3 taels of low-alcohol liquor or two bottles of beer. This is stipulated in the National Standard of the People's Republic of China "Blood and Breath Alcohol Content Thresholds and Inspection for Vehicle Drivers" (GB19522-2004) (hereinafter referred to as the Standard), which was officially released and implemented by the General Administration of Quality Supervision, Inspection and Quarantine a few days ago.

According to experts' estimates: 20 mg/100 ml is roughly equivalent to a glass of beer; 80 mg/100 ml is equivalent to 3 taels of low-alcohol liquor or two bottles of beer; and 100 mg/100 ml is roughly equivalent to half a catty of low-alcohol liquor or 3 bottles of beer.

Although the new standard seems to have relaxed the standard for "being drunk", it is actually more scientific and practical than before. Because there are currently two methods of alcohol testing used by traffic police, one is a blood test and the other is a breath test. Breath tests have a certain degree of error, especially because they cannot distinguish the influence of other factors such as residues in the body. The new standard takes into account the deviation of the test instrument and is more realistic. Moreover, the extremely small amount of alcohol remaining in the body will not have a substantial impact on a normal person's psychology and driving behavior. Appropriately raising the "drunk" standard is in line with international practice and also protects the interests of the parties involved.
