In order to facilitate tourists and people coming in from overseas and non-mainland areas to truly move smoothly in our country, the temporary ID card processing mode has now been opened. As long as you are over 16 years old, you can apply for a temporary ID card. The temporary ID card is different from our ordinary ID card, and it is different in appearance and color. When applying for a temporary ID card, you need to pay attention to prepare several steps.

A temporary identity card is a card that can prove one's identity. All Chinese citizens who are 16 years of age or older and reside in the territory of the People's Republic of China must apply for a resident identity card in accordance with the provisions of the Identity Card Regulations of the People's Republic of China.

Overseas Chinese who return to settle in China, compatriots from Hong Kong and Macao who return to settle in the mainland, compatriots from Taiwan who return to settle in the mainland, as well as foreigners and stateless persons who settle in China and are approved to become naturalized citizens of the People's Republic of China and who are over 16 years of age should also apply for a resident identity card in accordance with regulations.

Surface characteristics

The front of the temporary ID card has the Great Wall, mountains and a mesh pattern in blue. The back has a mesh pattern and is yellow in color. The temporary ID card uses the same number as the personal ID card; the temporary ID card number of a specific person with a permanent residence is also encoded with an 18-digit code based on the principles and methods of the resident ID card number.

The "Regulations on the Administration of Temporary Resident Identity Cards of the People's Republic of China" stipulates the validity period of the new version of temporary identity cards: "The validity period of a temporary resident identity card is three months, and the validity period is calculated from the date of issuance." It is stipulated that citizens under the age of sixteen can apply for temporary resident identity cards on their behalf by their guardians.

The temporary identity cards used in the special economic zones do not have the special economic zone holographic mark or fluorescent printed pattern.

Management Measures

The "Administrative Measures for Temporary Resident Identity Cards of the People's Republic of China" (hereinafter referred to as the "Administrative Measures") formulated and promulgated by the Ministry of Public Security came into effect on October 1, 2005. The Management Measures clearly state: "Chinese citizens residing in the territory of the People's Republic of China who are in urgent need of using their resident identity cards during the period of applying for, replacing or reissuing their resident identity cards may apply for a temporary resident identity card." The temporary resident identity card has the legal effect of proving citizenship. The temporary resident identity card is a single-page card document sealed with polyester film.

The specific procedures for citizens to apply for a temporary resident ID card are:

1. Go to the police station where your permanent residence is located to apply for the certificate, submit your household registration booklet, a recent one-inch barehead black-and-white photo (the photo size is the same as the ID card), and pay a document processing fee of RMB 10. Citizens under the age of 16 must apply on their behalf through their guardians.

2. The public security police station shall verify and submit the citizen’s personal information to the county (city) public security bureau or district public security sub-bureau for review and issuance, and shall be responsible for producing the certificate.

3. The public security organ will issue the certificate to the applicant within 3 days after receiving the application.

4. Citizens who have received a temporary resident identity card must return the temporary resident identity card when they receive their resident identity card.

"Measures for the Administration of Temporary Resident Identity Cards of the People's Republic of China"

(Adopted at the Minister's Office Meeting of the Ministry of Public Security on April 21, 2005, and now promulgated, to be implemented on October 1, 2005.)

Article 1 These Measures are formulated in accordance with the provisions of Article 12 of the Resident Identity Card Law of the People's Republic of China.

Article 2 Chinese citizens residing in the territory of the People's Republic of China who are in urgent need of using their resident identity cards during the period of applying for replacement or reissue of their resident identity cards may apply for a temporary resident identity card. Article 3 The temporary resident identity card has the legal effect of proving citizenship.

Article 4 The temporary resident identity card shall be a single-page card sealed with polyester film, with internationally accepted standard size and rainbow printing. The name of the certificate and the Great Wall pattern shall be printed on the front, and the citizen's black-and-white photo and identity items shall be printed on the back.

Article 5 The items to be registered for a temporary resident identity card include: name, gender, ethnicity, date of birth, permanent residence address, citizen identification number, personal photograph, validity period of the card and issuing authority.

Article 6 Temporary resident identity cards shall be filled out using standard Chinese characters and numerical symbols that comply with national standards.

The autonomous organs of ethnic autonomous areas may, in the light of the actual conditions of their local areas, decide to simultaneously use the written language of the ethnic group exercising regional autonomy or to choose a written language commonly used in the local area.

Article 7 The validity period of a temporary resident identity card is three months, calculated from the date of issuance.

Article 8 Temporary resident identity cards shall be uniformly issued and managed by the public security organs of county-level people's governments.

Article 9 Citizens who meet the conditions specified in Article 2 of these Measures may apply to the public security police station where their permanent residence is located for a temporary resident identity card.

Citizens under the age of 16 must apply for a temporary resident identity card on their behalf through their guardian.

Article 10 A temporary resident identity card shall be issued by the public security organ of the county-level people’s government where the citizen’s permanent residence is located.

Article 11 When a citizen applies for a temporary resident identity card, he or she shall produce his or her household registration booklet and a recent one-inch barehead black-and-white photograph, and indicate these on his or her "Resident Identity Card Application Registration Form".
