There are still many schools that provide students with training and conduct fire prevention and earthquake drills, so that students will not be helpless when accidents suddenly occur, and can ensure their own safety as soon as possible to minimize injuries and accidents. To standardize the fire safety management behavior of social units; establish a self-management and restraint mechanism of fire safety self-inspection, self-elimination of fire hazards, and self-assumed fire responsibility; to achieve the goal of preventing fires, reducing fire hazards, and protecting personal and property safety; social units must have "the ability to inspect and eliminate fire hazards, the ability to organize the fire fighting of initial fires, the ability to organize the evacuation of personnel, and the ability to publicize, educate and train on fire protection"; social units must "take care of themselves" for fire safety.

Establish a fire prevention patrol and inspection system, and determine the personnel, content, locations and frequency of patrols and inspections;

Establish a fire hazard identification and rectification system, and immediately correct any fire hazard found. If it cannot be corrected immediately, report it step by step;

Fire-fighting facilities and equipment should be configured to ensure they are in good condition and effective. Employees should master their use and be able to operate them skillfully. According to the fire hazard, targeted fire-fighting and emergency evacuation plans should be formulated;

Be familiar with the unit's fire safety signs, evacuation routes, and emergency exits, master evacuation procedures and escape skills. When a fire occurs, notify and guide people at the fire scene to escape correctly in accordance with the requirements of the fire extinguishing and emergency evacuation plan through shouting, broadcasting, etc.; publicize common sense such as fire prevention, fire extinguishing, and emergency escape to the public through various forms such as posting pictures, fire publications, videos, the Internet, and holding fire culture activities. Organize fire safety knowledge training for all employees at least once every six months.

The fire department or police station will randomly test employees on fire protection knowledge and fire protection facilities and equipment operation skills; set fire points to organize fire fighting and emergency evacuation drills, and check the handling of initial fires; inspect the unit's fire protection equipment, facility management and fire safety sign setting; and conduct assessments in the form of archival materials, records, etc. Units that meet the requirements of this standard are qualified units in building the "four capabilities" of fire safety. Those that fail to obtain fire protection administrative licenses and registrations in accordance with the law, and are put into use or operation without authorization; those that have major fire hazards but have not been rectified; those that fail to set up safety evacuation facilities and signs as required; those that fail to conduct fire-fighting and emergency evacuation drills as required; those that fail to organize fire prevention inspections and fire patrols as required, and those that fail to rectify fire hazards when discovered; and those that fail to pass employees' fire protection knowledge tests and the assessment of fire protection facility and equipment operation skills, will be judged as substandard.

The four fire safety capabilities are the basic fire protection requirements for a harmonious society and will be the basic working capabilities for everyone entering society.
