Based on the characteristics of the avian influenza virus and existing research findings, it is currently believed that poultry carrying the virus are the main source of human infection with avian influenza. It is particularly important to reduce and control the spread of avian influenza virus among poultry, especially domestic poultry. With the improvement of my country's social and economic development level, it is urgently necessary to accelerate the transformation and upgrading of traditional poultry breeding and circulation to modern production methods, and to shift from free-range methods to centralized large-scale breeding, slaughtering and processing, and scientific transportation, so as to improve the biosafety level of poultry and livestock breeding and circulation, thereby reducing the chances of people being exposed to live or dead poultry. At the same time, we must continue to carry out health education, advocate and cultivate personal respiratory hygiene and prevention habits, wash hands frequently, keep the environment clean, and properly process and cook food. Special efforts should be made to strengthen health education and hygiene protection for people at high risk of human infection with avian influenza and medical staff.

At the same time, we must carry out influenza monitoring in animals and humans. Timely detect animal infections or outbreaks, as well as the status of virus circulation in the environment, and take measures such as animal immunization, culling, and market closures as soon as possible to eliminate sources of infection and block the spread of the virus among poultry. Detect and diagnose avian influenza patients early, and implement case isolation, diagnosis and treatment in a timely, effective and reasonable manner. Carry out epidemiological investigation and virological monitoring of the disease, continuously enhance scientific understanding of avian influenza, promptly detect clustered cases and virus mutations, and then take corresponding intervention and response measures.

While carrying out scientific prevention and control, we must also seriously prepare for an influenza pandemic.
