When they reproduce to a certain number, the primary lesion cannot accommodate more tumor cells, so the tumor cells that are "squeezed away" must be transferred to other places.

Metastasis is an active process that begins early in the growth of the primary tumor. When the primary tumor begins to grow, tumor cells with metastatic potential may have already metastasized.
