"Nicotine replacement therapy" is the only safe and effective way to control smoking. On February 28, 2005, the Framework Convention on Tobacco Control, the world's first convention aimed at restricting global tobacco and tobacco products, officially came into effect. It is the first legally binding international public health treaty reached under the auspices of the World Health Organization and the first worldwide multilateral agreement on tobacco. To date, more than 170 countries around the world have signed the Framework Convention on Tobacco Control.
