If parents want to change their child's name, they need to apply to the household registration department of the police station. The procedure for changing the name is relatively complicated because in principle a person's name cannot be changed easily. It requires some special circumstances to change it. What procedures are required to change the name of a child's household registration?

To change your household registration and ID card, you must first go to the local police station to get a household registration change document, which must be signed by the relevant person in charge of the local police station (the director and the head of the household registration section). Then go to the household registration section of the public security agency at the county level or above, have it signed by the relevant leader, and then return to the household registration section of the police station where your household registration is located for reference.

1. In principle, names should not be changed easily, but they can be changed with approval under the following circumstances:

(1) Name change due to parents’ divorce;

(2) Rename of children from remarriage;

(3) The adoptee changes his or her name;

(4) There are people with the same name or surname in the same unit, school or class;

(5) The name is obscure, strange, and inconvenient to use;

(6) The mistake in a citizen's name is caused by the public security organ's household registration and management work;

(7) Other sufficient reasons;

The names of those who are under investigation, serving sentences (including five types of criminals serving their sentences outside prison), undergoing reeducation through labor, or are detained will not be changed. Citizens under the age of 16 should not be allowed to change their names easily without sufficient reasons; if the above-mentioned regulations on name change are met, the parents, adoptive parents or guardians may submit a written application, which will be investigated and verified by the local police station, and the relevant supporting materials will be provided before the change is approved by the director of the local police station.

If a citizen over the age of 16 changes his or her name, the original name will not be changed. If the name meets the above-mentioned requirements for change, the person shall submit a written application, which shall be investigated and verified by the local police station and attached with relevant supporting materials. It shall then be submitted to the Household Registration Section for review and the relevant leader shall approve the change before it can be made.

For those who have been adopted or recognized, changes can only be made with the consent of the person concerned. If a remarried child voluntarily takes his or her stepfather's surname, the consent of his or her biological father must be obtained. If one party of the divorcing couple requests to change the child's name without consultation or failure to reach an agreement after consultation, the public security organ may refuse to accept the application. If one party obtains the change of the child's name by concealing the fact of divorce from the public security organ, if the other party requests to restore the child's original name and the divorcing parties cannot reach an agreement on the change, the public security organ should restore it.

Citizens' surnames can retain variant forms, but permanent population registration forms and household registers should be filled out using the simplified Chinese characters promulgated by the State Council. my country has many ethnic groups, complex surnames, and different customs and habits. Therefore, the household registration authorities should not and are not convenient to restrict the number of characters in citizens' names.

A small number of Hong Kong and Macao compatriots and overseas Chinese who return to the mainland to settle down and request to use a mixture of Chinese and English or a full foreign name to register their household registration must fill in the name written in Chinese characters; if they request to fill in a foreign name, they can fill it in this column at the same time, but it is not allowed to fill in a mixture of Chinese and English names.
